On April 10, 2025, the Arizona Department of Public Safety received a tip from a citizen regarding an incident on State Route 303 near Lake Pleasant Parkway in Peoria. The tipster supplied video footage showing a black Ford F-150 pickup truck with red and blue flashing lights on its front windshield pulling over another vehicle. The driver of the other vehicle reported that the suspect identified himself as an FBI agent.

Following a lengthy investigation, AZDPS officers arrested 53-year-old Roderick A. Gaines on August 5, 2025, at his residence in Surprise. Gaines was booked into the Maricopa County Jail and faces one charge of impersonating a peace officer and one charge of unlawful imprisonment.

Evidence collected during the investigation includes a jacket and hat with “FBI” markings found in the suspect’s vehicles, the F-150 truck equipped with functioning red and blue lights, additional police equipment, and a firearm seized from Gaines’s residence.

AZDPS investigators are asking anyone with more information or who may have been in contact with the suspect to call 877-4AZ-TIPS or visit azdps.gov/tips.
