### Officer-Involved Shooting Under Investigation in Phoenix
The Phoenix Police Department is investigating an officer-involved shooting (OIS) that took place on February 19, 2025, near 15th Avenue and Vineyard Road. A Critical Incident Briefing (CIB) has been released containing detailed information on the event.
According to the briefing, a patrol officer observed a truck speeding through the area and attempted a traffic stop. Shortly after, the driver left the moving truck and fled on foot, abandoning the vehicle as it rolled toward a nearby house. The officer managed to safely stop the truck and called for additional support to secure the area.
K-9 officers began a systematic search of the neighborhood. During the search, officers identified a large recycling bin near a house where an individual was believed to be hiding. Attempts to negotiate with the man were unsuccessful until non-lethal force tools, including pepper balls, prompted a response. After some time, the man revealed one of his feet by lifting the recycling bin’s lid but remained non-compliant. Officers continued to try to de-escalate the situation for approximately five minutes.
The situation escalated when the man extended his arm out of the bin holding a handgun and fired a single shot toward officers. In response, two officers fired their weapons, striking the man. Phoenix Fire personnel arrived on the scene and pronounced the man deceased.
The incident is under both a criminal investigation, which will be reviewed by the Maricopa County Attorney’s Office, and an administrative investigation to determine whether the officers' actions aligned with department policy and legal guidelines. Authorities have emphasized that no conclusions will be drawn until all facts and details have been thoroughly reviewed.
